Despite its tight budget, the City of Halle (Saale) was able to renovate nine schools as part of a PPP project.
Consideration of the life-cycle costs for the chosen materials, energy concept and façade will also have a positive financial impact on the local authority over the long term. In order to forge strong bonds with the school, pupils were invited to get involved with parts of the project.
Services in detail
Project management, final and interim financing, planning, turnkey modernisation and new construction, operations.
For all the schools involved in the public-private partnership project, optimising the life-cycle costs was a major focus. For instance, an intelligent bus system and the central building control system record all media consumption and selected usage-related indices. This ensures compliance with the media consumption rates stipulated in the contract, while the installation of an energy management system by the operator will further optimise these figures.
